It is,
too, heartily sympathise with the exasperation
which the Governor's despatch reveals.
however largely due to the ignorance which the
Colonial Conference gave us such an excellent
opportunity of clearing up with the representa-
tives who attended it. As Sir C. Clements

not present I think it would be well worth while
to send him a full and friendly despatch explain-
ing the position at our end on the lines of Captain
Newbolt's minute. I fully endorse what Captain
Newbolt says, and might add that knowing what an
amount of personal trouble these vacancies have
caused him, I feel he has, if anything, more reason
1 to show exasperation (which he does not) than the
Governor has.
(2) With regard to the last sentence of
Captain Newbolt's minute, I also had a talk with
Mr. McElderry during the Conference, and I think
that after he had seen Captain Newbolt and myself
he obtained a pretty clear idea of the difficulties
and saw that we had done what could reasonably be
expected of us.
I may repeat he re what I said to him regard-
ing my views as to the best means of improving
matters. The main points were these:-
(a) That the recruitment and training
of Educational officers for Hong Kong might
be improved, if educational matters in Hong
Kong were added to the province of the
